Here are steps to Add Custom Favicon in Blogger
1. Login to Blogger Dashboard and Choose Blog.
You must create your favicon on photoshop or online generater. Blogger accept PNG, JPEG format also and image size must be square.
2. Go to Layout and click on favicon (Edit) as shown on the picture below.

3. Choose favicon image file that you created before and Click o Save.
4. Check your blog on the browser to see changes.
